Kevin Wiser
    President & Chief Operating Office

Kevin Wiser brings over 35 years’ experience in the hospitality and multifamily housing industry to Alpha Management Company, including the development, rehabilitation, and management of over 10,000 units of affordable housing.

Mr. Wiser began his career in the hospitality industry as the President and CEO of the Pritikin Longevity Center and Spas from 1978 to 2001.  During this period, he developed, constructed, and managed three full-service resort hotels and 11 upscale health and fitness centers.  Mr. Wiser facilitated the sale of Pritikin to the Quaker Oats Company in 1998, and served as Vice President of the Pritikin subsidiary of Quaker Oats until 2001.

Over the past decade, Mr. Wiser has transitioned into the multifamily affordable housing industry, applying his development and management experience to develop a fully integrated company focused on the preservation of affordable housing through the use of low income housing tax credit development, including the rehabilitation and management of over 75 affordable housing projects throughout the continental United States and Puerto Rico.

Mr. Wiser is a graduate of the University of California at Davis with a degree in business and economics.


Scott Mason
    Vice President – Operations/Construction

In addition to his role as principal and general contractor of 21st Century Construction, LLC, Scott Mason is the National Director of Operations for Alpha Property Management.  Originally joining the company in 1996, Mr. Mason brings over 20 years of experience in the management and development of multifamily housing to the leadership of Alpha.

Mr. Mason directs the management of Alpha’s extensive scattered site portfolio in Los Angeles, and oversees all phases of operations, including construction, maintenance, and purchasing.  His leadership and specialization in affordable housing has provided Alpha with solid supervision and control of its entire portfolio, increasing the efficiency of its corporate oversight and its properties' operations.


Ann Syms
    Vice President – Multifamily Housing

Ann Syms brings to the Alpha Property Management Company over 24 years of experience in commercial, multifamily, and residential management and development.  Ms. Syms launched her career in the financial management side of the industry by serving as the Controller for several large real estate management and development companies including the Roberts Companies and the Westfield Group.  During this phase of her career, Ms. Syms also consulted as a forensic accountant by providing real estate valuations and testimony as an expert witness during litigation.

Ms. Syms expanded into her role in operations from her position as Controller with the creation and operation of several risk management departments.  Responsibility for loss prevention and claims management led to Ms. Syms's complete transition into operations as the National Director of Multifamily Housing in 2007.  Ms. Syms implemented a complete re-organization of her division that resulted in an operational structure designed for the long-term management and preservation of the company’s extensive multifamily housing portfolio.

Ms. Syms holds a bachelor’s degree in business administration with an emphasis on accounting and finance.


Sheldon P. Berger
    General Counsel

Sheldon P. Berger is General Counsel of Alpha Property Management Company.

Since 1974 and in addition to his work with Alpha, Mr. Berger has practiced law, specializing in real estate, including acquisitions, sales, private placement and syndication, construction transactions, joint ventures, financing, leasing, and subdivision.  He has extensive expertise with respect to the development, financing, leasing, operation, acquisition, and disposition of affordable and conventional multifamily housing, mobile home parks, office buildings, hotels, and shopping centers.  In addition, Mr. Berger has represented a number of other business enterprises in their organization and general corporate matters, including acquisitions, sales, and mergers.

Mr. Berger received his undergraduate education from the University of Pittsburgh in 1971, and his Juris Doctor from the University of Pittsburgh (cum laude) in 1974, where he earned the distinction of Order of the Coif.  Mr. Berger is a member of the Beverly Hills, Century City, Los Angeles County (Real Property Section) and American Bar Associations (Real Property Section; Financing Subcommittee), and is admitted to the State Bar of California.


Isaiah Costas
    Deputy General Counsel

Isaiah Costas is Deputy General Counsel of Alpha Property Management Company.

Mr. Costas currently handles litigation and development, financing, leasing, operation, acquisition and disposition of affordable and conventional multifamily housing issues for Alpha. Before joining the team, Mr. Costas extensively defended corporate, commercial, insurance coverage, and unfair competition actions, including class actions, on behalf of local and national businesses in state and federal courts at the trial and appellate levels.

Mr. Costas received his undergraduate education from Boston College and his Juris Doctor from Southwestern Law School. Even before graduating, he successfully argued a matter before the United States Court of Appeals for the Ninth Circuit that changed longstanding precedent, worked for two federal judges, and received multiple best oralist and writer awards in national and international moot court competitions, including from the University of Oxford, England. Mr. Costas is admitted to the State Bars of California and Nevada and related federal courts.


Debra Ernst
    National Director of Asset Management

Debra Ernst has worked in the multifamily housing industry for over thirty-five years, and brings a broad and deep affordable housing knowledge base to the Alpha Management Company team.

Ms. Ernst began her career working in direct property management for a small developer. Through ever-increasingly complex and challenging opportunities, she became responsible in 1984 for a property management department that, at its peak, held 18,000 units under contract. Her focus gradually shifted to asset management by 1988.  In 1994, Ms. Ernst, along with several partners, founded Housing Preservation Associates, Inc. (“HPAI”), a business venture that offered various levels of asset management and oversight to general and limited partners.  At its height, HPAI had asset management responsibilities for 50,000 apartment units.

Ms. Ernst joined Alpha in early 2012 as the National Director of Asset Management, a position that she continues to hold today and that calls on her skills as a critical player in the acquisition and disposition of Alpha properties and in the refinancing and re-positioning of assets in Alpha’s portfolio.

Ms. Ernst is a graduate of Western Michigan University, with a Bachelor of Arts degree, cum laude, in communications.


Franklin Hess
    Tax Credit Consultant

Franklin Hess, through his professional corporation, provides consulting support for tax credit and low-income housing development for Alpha Property Management and its other entities.  Mr. Hess has been in the real estate and affordable housing business for approximately eight years, and he is the manager of several entities that hold interests in affordable housing properties.  Mr. Hess's experience in management and oversight in the real estate and affordable housing business substantiates his role as a strong team manager for the newly formed entity, 21 Alpha Group, LLC.

Mr. Hess began his professional experience as an associate in the Manhattan-based Capital Markets Group of Cadwalader, Wickersham & Taft LLP where he represented issuers of commercial mortgage-backed securities and similar financial products.  Prior to transitioning into affordable housing, Mr. Hess was a finance associate in the Los Angeles office of DLA Piper LLP (US) where he structured commercial real estate investment funds.

Mr. Hess holds a BA in economics from Tufts University and a JD from Vanderbilt University Law School.  He is licensed to practice law in both California and New York.


Ernie Pilpil
    Executive Director of Corporate Administration

Ernie Pilpil has been has been a member of the management team of Alpha Property Management for over 25 years, and has been the Executive Director of Corporate Administration of Alpha since July, 2011.  He brings a broad background to his position, having directed operations, administration, and accounting during his career at Alpha.  Mr. Pilpil also serves as the Secretary of the company, and currently serves on the Board of Directors of the Affordable Housing Management Association.

Mr. Pilpil is a graduate of California State University Northridge, with a bachelor’s degree in business administration with an emphasis on accounting and finance.
